The efforts of the Ministry of Human Resources and Social Development reflect a growing progress toward achieving the objectives of Saudi Vision 2030, through building an integrated system that combines labor market development with the enhancement of social development pathways. This contributes to empowering individuals, increasing economic participation efficiency, and reinforcing a vibrant and sustainable society.
This direction aligns with what was highlighted in the Saudi Vision 2030 Report 2025, which noted significant progress in economic and social transformation indicators. Structural reforms and national policies have contributed to improving labor market efficiency and increasing empowerment levels, alongside the growing role of volunteer work and the non-profit sector, reflecting the integration of government efforts to achieve comprehensive development.
The Saudi labor market has witnessed major qualitative leaps, as the Ministry continues to advance its objectives through the Labor Market Strategy launched in 2020, which has achieved 92% of its targets to create a competitive, safe, and attractive work environment. This enhances the role of national talent and safeguards its rights, driven by a wide range of initiatives, legislation, and policies that have demonstrated early success according to available statistics and indicators.
The figures reveal positive and unprecedented indicators, as the number of Saudi nationals employed in the private sector exceeded 2.6 million young men and women by the end of 2025. In addition, more than 212,000 citizens joined the private sector during the past year alone, while over 222,000 Saudi men and women benefited from the “Saudization 2” program.
The unemployment rate among Saudis continued its downward trend, recording 7.2% in the fourth quarter of 2025, approaching the Vision’s target of 7%. This was accompanied by an unprecedented level of women’s empowerment in the labor market, where their participation rate reached 35%, while their representation in middle and senior management positions exceeded 43%. Together, these figures reflect a dynamic labor market capable of generating and sustaining job opportunities, while simultaneously multiplying and diversifying investment prospects.
On the social development front, the Ministry of Human Resources and Social Development continued to consolidate a development model based on empowerment, promoting the transition of beneficiaries from dependency to productivity. This was achieved through qualitative programs aimed at enhancing individual readiness and enabling integration into the labor market. The number of beneficiaries of empowerment and training pathways exceeded 77,000, while the empowerment rate reached 33.4%, clearly demonstrating the success of this developmental transformation in achieving economic independence and improving quality of life.
The Ministry has also placed increasing emphasis on empowering persons with disabilities and integrating them into various economic and social areas, through the development of programs and services tailored to their needs and the expansion of employment and qualification opportunities, ensuring their active participation in development. This has been reflected in the improvement of the employment rate among persons with disabilities who are able to work, which increased from 7.7% in 2016 to 14.7% in 2025, surpassing the interim target of 13.4%. This demonstrates significant progress in empowerment efforts and the promotion of equal opportunities.
The Ministry’s efforts have also been prominent in strengthening community participation through the development of volunteer work and the empowerment of the non-profit sector. The Kingdom has recorded rapid growth in the number of volunteers, reaching 1.75 million volunteers in 2025 compared to 22.9 thousand volunteers in 2015, reflecting the expanding base of community engagement and the deep-rooted values of giving and social responsibility.
In the same context, the non-profit sector has witnessed significant expansion, with the number of non-profit organizations exceeding 7,213, marking a growth rate of 341.97%. Its contribution to the gross domestic product has also increased from 0.2% to 1.4%, indicating its transformation into an active developmental partner contributing to economic and social sustainability.
These integrated efforts reflect the progress highlighted in the Saudi Vision 2030 Report in both the Vibrant Society and Labor Market indicators, through empowering individuals, enhancing employment opportunities, and supporting social stability. This, in turn, strengthens the competitiveness of the national economy and achieves the objectives of comprehensive development.
The Ministry of Human Resources and Social Development affirms that these achievements represent an extension of an institutional approach that places people at the center of development, invests in their capabilities, and enhances their role in building a more prosperous and sustainable future, in alignment with the objectives of Saudi Vision 2030.
