 The General Secretariat of the Gulf Cooperation Council signed a memorandum of understanding with Oracle, where the signing ceremony of the memorandum of understanding took place during the month of September 2024 in the Qatari capital, Doha, with the aim of standardizing the purchase of human resources systems licenses for the GCC countries, obtaining appropriate prices for software, and achieving the maximum economic efficiency of procurement at competitive prices according to the latest specifications. 

The General Secretariat of the GCC was represented by His Excellency the Assistant Secretary-General for Economic and Development Affairs, Mr. Khalid ibn Ali Al-Sunaidi, while the Oracle Company was represented by His Excellency the Director General of "Oracle Middle East" in the Kingdom of Saudi Arabia and the Deputy Chief Executive Officer of the Applications Sector, Ms. Riham ibn Hamad Al-Mousa, in the presence of Their Excellencies the undersecretaries of the ministries and civil service agencies in the Gulf Cooperation Council countries, representatives of Oracle Company and a number of officials in the General Secretariat of the GCC countries. 

His Excellency the Assistant Secretary-General for Economic and Development Affairs praised the great role played by the negotiating team to unify the purchase of licenses for human resources systems in the GCC countries in coordination with the specialists of the General Secretariat of the Cooperation Council to conclude this agreement.
