About the Agency:

The Strategic Affairs and Vision Realization Agency at the Ministry of Human Resources and Social Development is concerned with leading strategic planning and ensuring the alignment of the Ministry’s plans with the objectives of Saudi Vision 2030. The Agency assumes tasks of developing and following up the implementation of sectoral strategies in which the Ministry is involved, as well as measuring their performance in order to enhance developmental impact and integration across the human resources and social development elements. Additionally, the Agency contributes to the establishing the quality standards and institutional excellence, and to building effective strategic partnerships with both the public and private sectors in support of the Kingdom’s future aspirations.

 In order to achieve the following:

• Align the Ministry’s strategic directions and objectives with the requirements of Saudi Vision 2030 and the goals of the National Transformation Program.

• Ensure integration among relevant entities within and outside the ministry to unify efforts, achieve results, and create meaningful impact.

• Support the implementation of initiatives and intervene to resolve issues and escalate them through clear and approved mechanisms.

Roles of the Vision Realization Office:

Organizer:

• Set frameworks and governance models necessary to ensure the implementation of the work related to Saudi Vision 2030.

• Define tasks and responsibilities for the roles involved in fulfilling the ministry’s commitments towards Vision 2030 (managing initiatives and achieving targets).

• Define quality assurance procedures regarding the measurement of performance indicators and the monitoring of achievement of Vision 2030 initiatives outcomes.

Enabler:

• Enable ministry leadership to make informed decisions by providing necessary information and reports.

• Support relevant ministry personnel in obtaining necessary approvals from entities supporting Saudi Vision 2030 (according to the approved governance model).

• Support initiative owners by providing competencies and methodologies in the field of initiative and project management.

• Provide the necessary expertise to implement initiatives related to Saudi Vision 2030.

Accelerator:

• Accelerate progress and resolve obstacles related to Vision 2030 initiatives and indicators.

• Engage relevant parties from within and outside the ministry to resolve obstacles and accelerate execution.

• Collect, analyze, and share lessons learned in coordination with the project team.

• Intervene at various levels to manage stalled initiatives or those needing support.

Vision Realization Programs:

• National Transformation Program:

The National Transformation Program aims to achieve excellence in government performance, promoting economic enablers, and improving the quality of living services. This is pursued by accelerating the implementation of essential and digital infrastructure projects, engaging beneficiaries in identifying challenges and developing innovative solutions, involving them in execution, and evaluating the performance of the program’s initiatives.

• Quality of Life Program:

This program focuses on improving the lifestyle of individuals and families and building a society whose members enjoy a balanced way of life. This is achieved by creating the necessary environment to support and develop new options that encourage citizens and residents to participate in cultural, recreational, and sports activities that contribute to promoting the quality of life for individuals and families. Achieving the program’s objectives will also contribute to generating many jobs and diversifying economic activity, thereby promoting the position of Saudi cities in global city rankings.

• Guests of Allah Program:

This program aims to provide the greatest possible number of Muslims the opportunity to perform Hajj, Umrah, and visitation in the best possible manner. It works on enriching  and deepening their experience by preparing the Two Holy Mosques, fulfilling Islam’s global message, preparing tourism and cultural sites, and providing the best services before, during, and after their visit to Makkah, Madinah, and the holy sites. It also aims to reflect the Kingdom’s bright and civilized image in serving the Two Holy Mosques.

In addition to the above, this program will represent a foundation to affirm the private sector’s relationship and its effective role in enhancing the sector’s economic.

Vision Realization Programs:

The Council of Economic and Development Affairs has established 13 executive programs to achieve the 96 strategic objectives of the Kingdom of Saudi Arabia’s Vision 2030. The Ministry of Human Resources and Social Development participates in 8 of these Vision Realization Programs through numerous initiatives and projects led by the ministry’s sectors and affiliated institutions.

• Human Capabilities Development Program:

The Human Capabilities Development Program works to ensure the readiness of citizens at all stages of life by investing in national talents and competencies, ensuring alignment between educational outcomes and labor market needs, promoting and supporting a culture of innovation and entrepreneurship, developing and rehabilitating skills, in addition to instilling and reinforcing values, spreading the Arabic language, and caring for and honoring it, aiming to reach a prosperous economy led by highly competent national capabilities.

• Housing Program:

The program has brought about a significant transformation in the housing sector by regulating the real estate market, expanding access to financing, simplifying regulatory frameworks, offering diverse options to meet different needs, and increasing supply in the market. This paved the way toward achieving one of Vision 2030’s objectives, raising the home ownership rate among families to 70% by 2030.

• Privatization Program:

The Privatization Program focuses on supporting the growth of the national economy, promoting the role of the private sector, and identifying government assets, services, and resources eligible for privatization across various sectors, to improve the quality and efficiency of services provided and reduce their cost on individuals and companies. The program targets developing numerous sectors including transportation, health, education, municipalities, and others by promoting the private sector’s role in service provision. It encourages innovation and transformation, contributes to the growth and diversification of the Saudi economy, and provide many opportunities for citizens.

• Fiscal Sustainability Program:

The Fiscal Sustainability Program is one of the Vision Realization programs established as medium-term entities to implement the vision, strengthen cooperation and integration within the system, and accelerate the pace of execution. It is the first program to complete the implementation of its plan successfully, contributing to a transformation in financial planning process, embedding fiscal discipline into the core operations of various government agencies, and diversifying income sources, thereby supporting the achievement of several vision targets.

The program was launched in 2016 under the name Financial Balance Program, laying a strong foundation for a robust and adaptable financial system. It contributed to improving financial planning, promoting transparency, and formulating policies that promote balance and sustainability of the national budget. Over time, its role expanded to include reinforcing fiscal discipline and ensuring the strength and resilience of public finances to adapt to the changing economic landscape. The program established key entities that played an essential role in managing public finances. It also launched important initiatives focused on financial reforms. The program’s collective efforts enabled the government to continuously enhance fiscal sustainability, improve budget efficiency, and transition to long-term financial planning.

The Fiscal Sustainability Program ended on 5/8/1446 AH, corresponding to 4/2/2025 AD. Relevant financial authorities will continue to work on enhancing the impact of the program’s achievements, considering fiscal sustainability a fundamental element in governmental planning and decision-making processes.

• Financial Sector Development Program:

The program aims to solidify the Kingdom’s position as a global financial center by raising the competitiveness of the financial sector in line with top international rankings, benefiting all beneficiaries including individuals and institutions. Among the program’s most prominent achievements are the launch of the FinTech Strategy as one of the main pillars for developing the sector, the licensing of three local digital banks reflecting the Kingdom’s direction towards financial digitization, and the establishment of the Financial Academy which focuses on qualifying and enabling national cadres to lead the future of the financial sector.
