Minister of Human Resources and Social Development

H.E Eng. Ahmed bin Sulaiman Al Rajhi

I drew the vision and mission of the Ministry of Human Resources and Social Development in its four sectors (labor sector, social development, civil service, and shared services) to show ambition and the services it provides to all beneficiaries in the private, public and non-profit sectors, as a legislative and supervisory body in the first place, and then as a service and supportive body from By working with individuals and related entities to improve the work environment and transform it into an attractive one with high-quality standards. In addition to raising the share of Saudi men and women in participating in the labor market and empowering women, through initiatives, projects, and programs that contribute to the efficiency and productivity of the economy, sustainable development, and decent living for all through sustainable institutional excellence.

As is clear from the portal's vision and mission, one of its most important objectives is to increase communication with the public and to provide a diverse range of information and services that help enrich how to deal with the ministry among visitors and surfers of the portal through several policies and strategies developed by the ministry.

Vice Minister for Labor Sector

The Labor Sector at the Ministry of Human Resources and Social Development serves as a key enabler and pillar for achieving Saudi Vision 2030. The Ministry has focused on strategic targets to make the Saudi labor market attractive to talent and competitive globally. Through its supportive programs and initiatives, the labor market strategy has contributed to Vision 2030's targets, improving the work environment, increasing women's economic participation, and promoting innovation and entrepreneurship, reflecting the Kingdom's commitment to comprehensive and sustainable development.

Assistant Minister for the Shared Services Sector

H.E. Mr. Ismail Saeed AlGhamdi

The Shared Services Sector oversees the integration of the Ministry’s supporting functions, including planning, development, human resources, digital transformation, and customer experience and branches. It aims to enhance institutional efficiency and ensure alignment with the Ministry’s objectives and Saudi Vision 2030. The sector also aspires to be a leading model in providing shared services at both local and global levels.

Its field and desk-based supervisory operations cover all regions of the Kingdom throughout the year, aiming to enhance the compliance of labor market establishments with the system, enhancing the participation of national human resources, attracting and developing competencies, and maintaining them.

Established in 2019 as the first specialized deputyship of its kind among government entities in the Kingdom, it aspires to position the Ministry among the world’s leading institutions.

Deputy Minister for Labor Affairs

 Eng. Ahmed bin Mohammed Al-Sharqi

The Labor Affairs Agency is concerned with implementing policies and legislations derived from the Labor Law and other laws related to organizing the contractual relationship between the parties involved in work. Through the services it provides, it seeks to organize the labor market, raise governance levels, and ensure compliance with its regulations and laws. Additionally, it aims to improve and automate the procedures of these services, in line with the national strategic directions and the Kingdom's Vision 2030. The Agency provides establishments with a variety of services, including issuing foundational and expansion work visas, temporary work visas, managing the establishment's file, authenticating contracts, authenticating sites, transferring services, and changing the establishment’s activity. The benefits of the Agency's services are not limited to establishments alone; the workforce also benefits from these services, such as for transferring services and filing claims for amicable settlement. The Agency also plays a key role in launching and managing several products that contribute to protecting workers' rights (such as wages and more). The Labor Affairs Agency is also concerned with developing the recruitment system to ensure the smooth flow of professional expatriate labor to the labor market in the Kingdom, classifying it according to skill levels, and increasing compliance with ethical recruitment practices.

It is the center for preparing labor policies by issuing and developing policies, following up on the feasibility of policies, evaluating them, preparing studies and reports related to them, following up on their feasibility, and ensuring their consistency and integration with the strategic plan of the Ministry of Human Resources and Social Development, in line with the Kingdom's Vision 2030.

The agency seeks to ensure the progress and justice of the labor market in the Kingdom of Saudi Arabia, and to enhance its competitiveness and attractiveness, by adopting the best statistical, research, international practices, and modern scientific methods in policy-making, taking into account strategic planning and continuous evaluation of the impact of these policies.

The Strategic Affairs and Vision Realization Agency at the Ministry of Human Resources and Social Development is concerned with leading strategic planning and ensuring the alignment of the Ministry’s plans with the objectives of Saudi Vision 2030. The Agency assumes tasks of developing and following up the implementation of sectoral strategies in which the Ministry is involved, as well as measuring their performance in order to enhance developmental impact and integration across the human resources and social development elements. Additionally, the Agency contributes to the establishing the quality standards and institutional excellence, and to building effective strategic partnerships with both the public and private sectors in support of the Kingdom’s future aspirations.

Dr. Tariq Alhamad

The International Affairs Deputyship, in collaboration with internal and affiliated partners, leads the Ministry’s international engagements both bilaterally with countries and through international organizations and multilateral platforms. Its mission is to enhance alignment with global standards and unlock new market opportunities. The Deputyship also manages the Kingdom's commitments to relevant international agreements, coordinates with the Kingdom's embassies, and oversees the participation of Ministry delegations in international events while representing the Kingdom. Furthermore, the Deputyship leverages diverse international communication channels to enhance the Ministry's global image and strengthen international understanding of its efforts and achievements.
