Under the Saudi Arabian G20 2020 presidency, G20 Labour and Employment Ministers on 10th of September 2020 have announced the establishment of the Center which was endorsed by all G20 members, who committed to working together by acting as a community of practice in exchanging knowledge and experience of utilizing behavioral insights in Labour market policy through creating G20 Behavioral Insights Knowledge Exchange Network, facilitated by the Riyadh Behavioral Insight Center.
Enabling evidence-based solutions to improve labor markets outcomes for all
Apply behavioral insights and evidence that improve policy and program efficiency/effectiveness, and that promote development, well-being and prosperity for labor market outcomes.
The Riyadh Behavioral Insights Center for Labor Market Policies, at the Ministry of Human Resources and Social Development, was established under the Saudi Arabian G20 2020 presidency, G20 Labour and Employment Ministers on 10th of September 2020.
The announcement of the Riyadh BI Center was endorsed by all G20 members, who committed to working together by acting as a community of practice in exchanging knowledge and experience of utilizing behavioral insights in Labour market policy through creating G20 Behavioral Insights Knowledge Exchange Network, facilitated by the Riyadh BI Center. The Riyadh BI Center is the first behavioral insights center to focuses solely on the Labour market, including employment and social protection. It will facilitate the work of the Network and act as a catalyst that guide the discussion and activity of the Network.
In addition to facilitating the Network, the Riyadh BI Center is the go-to for all behavioral-related efforts for the Ministry, and engages with other Behavioral Insight centers, units, teams and individuals (essentially the Saudi BI community) across the Kingdom of Saudi Arabia. In doing so, the Riyadh BI Center operates and engages across three key areas:
Implement behavioral interventions that support labor policy and reforms
Support the growth and institutionalization of the Saudi labor market evidence ecosystem to inform policymaking
Manage the G20 BI Knowledge Exchange Network
The creation of the G20 Behavioral Insights Knowledge Exchange Network will offers an exciting and practical means for us to further develop and encourage collaboration between countries with social partners, international stakeholders including behavioral insights researchers and international organizations by leveraging existing knowledge and expertise in behavioral insights and further developing it to assist labor market policy-makers in addressing the complex and diverse challenges facing our labor markets. The Behavioral Insights Knowledge Exchange Network is chaired by Saudi Arabia and it is supported by Canada as the Co-chair.
The Network will function as a hub of knowledge for labor market-focused behavioral insights applications. In particular, the Network will:
Raise awareness of behavioral insights as an approach for improving the effectiveness of policy-making.
Act as a community of practice for G20 labor and employment policy-makers, facilitating regular exchange of knowledge and experience on the subject of utilizing behavioral insights in labor market policy in order identify priority labor market challenges to help advise where enhanced outcomes may be achieved through applying behavioral insights.
Exchange knowledge that includes contextual background information with clear descriptions of the nature of the issue being addressed and/or the problem being tackled. This will enable more accurate assessment of what information, findings and approaches are appropriate for sharing.
Provide an online repository where members can compile and share behavioral based interventions, approaches, as well as evaluations of policy-making focused on labor and employment from their countries.
Promote exploring opportunities to work on developing behavioral approaches to policy-making which can be used and shared across the community, paying special attention to the observance of ethical and transparency considerations.
Collaborate with national and international stakeholders, including behavioral insights researchers and international organizations.
Engage with social partners, and other appropriate organizations, to identify priority labor market challenges to help advise where enhanced outcomes may be achieved through applying behavioral insights, and where the Network activity could be targeted.
