The Ministry of Human Resources and Social Development has commenced the implementation of its comprehensive operational plan for the Hajj season 1447 AH through an integrated system of regulatory, supervisory, and social initiatives. The plan aims to deliver comprehensive services to the Guests of Al-Rahman, and enhance the quality of their experience during their journey in the holy sites, in coordination with relevant entities.
His Excellency the Assistant Minister of Human Resources and Social Development for Shared Services and Chairman of the Ministry’s Hajj Season Executive Committee, Mr. Ismail ibn Saeed Al-Ghamdi, stated that the Ministry has undertaken early preparations for the Hajj season through an integrated plan focused on strengthening field readiness, leveraging modern technologies, and enhancing the efficiency of national cadres. This is intended to ensure the delivery of high-quality services that meet the needs of pilgrims across all categories and support operational efficiency in field locations.
He further noted that the plan aims to ensure the highest levels of compliance with labor regulations governing the Hajj season by intensifying inspection visits to establishments operating in Makkah, Madinah, and the holy sites, and monitoring their adherence to labor laws and regulations. It also includes overseeing the implementation of seasonal work regulations, contributing to the organization of the work environment and improving the quality of services provided to pilgrims.
He added that the Ministry has received, through the “Ajeer” platform, requests from establishments to employ individuals wishing to work during the Hajj season. This is achieved by linking national and resident workers with establishments participating in serving the Guests of Al-Rahman, thereby helping meet seasonal workforce demand and improving operational efficiency across various sites.
In the digital services track, the Ministry has provided a set of digital services for pilgrims through its unified individual application, particularly for persons with disabilities and the elderly. These services include sign language interpretation, visual assistance, and spatial guidance, in addition to channels for reporting violations and providing immediate support for emergency cases. This enhances service inclusiveness and accessibility.
On the volunteering side, a number of volunteer initiatives have been organized through social development centers, including the “Anwart” initiative, which provides guidance, hospitality, and field support services to pilgrims, with a focus on the elderly and persons with disabilities. This reflects the role of the community in contributing to serving the Guests of Al-Rahman and promoting a culture of volunteering during the Hajj season.
The readiness of private childcare centers in Makkah and Madinah has also been completed to receive the children of pilgrims and workers during the Hajj season. These centers provide a safe environment and specialized activities under the supervision of qualified staff, enabling parents to perform their rituals with ease and peace of mind. On the awareness side, the Ministry has adopted a set of multilingual awareness campaigns targeting the Guests of Al-Rahman in cooperation with relevant authorities. These campaigns aim to raise awareness of the risks of begging during the Hajj season, highlight its negative social impacts, and introduce official donation channels and reporting mechanisms. This contributes to strengthening compliance and protecting pilgrims.
These efforts reflect the Ministry of Human Resources and Social Development’s commitment to advancing its service system during the Hajj season through institutional integration, innovative solutions, and improved operational efficiency.
