The Ministry of Human Resources and Social Development has strengthened its efforts to empower youth potential by delivering more than 20 qualitative initiatives under the Youth Development Strategy, launched at the beginning of 2024 under the slogan “Our Youth is Our Wealth.” This comes as part of its efforts to enhance the role of youth in the development journey and to build a sustainable future driven by national talent.
The strategy represents one of the most prominent national pathways aimed at empowering youth and reinforcing their role in development. It does so through the formulation of a comprehensive and integrated public policy that strengthens their presence in society, and by establishing a cohesive system that supports their capabilities and expands their opportunities in line with their academic and professional aspirations.
The Ministry’s efforts, through the initiatives of the Youth Development Strategy, have contributed to achieving a number of qualitative accomplishments. These include the signing of six MOU with government entities and various institutions to support and empower youth development, in addition to the implementation of more than 15 workshops in cooperation with partners from across the governmental and non-profit sectors. Furthermore, 31 workshops were conducted across different provinces of the Kingdom, engaging youth and professionals working with them in the formulation of public policy for youth development.
The Ministry has also succeeded, through the strategy’s initiatives, in reaching more than one million beneficiaries through various media channels, reflecting the expanding scope of impact and enhancing awareness of the importance of youth development. This includes the launch of the Public Policy for Youth Development project, which represents a comprehensive framework that defines pathways and provides safe and enabling environments for youth.
The efforts also included establishing a professional certification for those working with youth, contributing to the development of career pathways, the qualification of talent, and the provision of necessary skills. In addition, a matrix and a package of incentives were introduced targeting donor institutions, encouraging them to support youth development projects and programs.
The strategy is founded on the importance of youth within Saudi society, as they constitute a significant proportion of the population and the workforce. This has necessitated the development of a comprehensive strategic framework extending through 2030, aimed at increasing youth contribution to development, enhancing their competitiveness locally and globally, and empowering them to play an active role in achieving the objectives of Saudi Vision 2030.
The strategy is built on a set of pillars that include developing systems and legislation related to youth work, building the capacities of professionals in this field, and strengthening youth participation in decision-making and community engagement. This approach seeks to transform youth from beneficiaries into active partners in development. It also emphasizes coordinating efforts among relevant entities within a unified system that enhances integration and achieves shared objectives with high efficiency.
The strategy also adopts a participatory approach that brings together government entities, the private sector, and the non-profit sector. The Public Policy for Youth Development has been developed in partnership with more than 30 entities, reflecting the integration of national efforts and enhancing the effectiveness of programs and initiatives targeting youth. This supports their participation in decision-making and expands their opportunities across various fields, demonstrating a national commitment to creating an enabling environment for youth development and capability building.
The strategy includes the implementation of a number of qualitative initiatives and projects targeting various segments of youth. These initiatives aim to develop their skills, empower them, create safe environments, and enhance their role in decision-making, as well as increase their social, economic, and civic participation. They also aim to strengthen youth engagement in vital sectors, which positively reflects on national development indicators. The strategy seeks to achieve 10 key objectives that contribute to increasing youth participation in economic and social development.
The strategy also emphasizes innovation and capacity-building as fundamental pillars of youth development. It supports enabling young people to address future challenges and strengthening their role in the knowledge-based economy, in line with the objectives of Saudi Vision 2030 to build a prosperous society and a competitive economy based on national talent.
This strategy reflects the direction of the Ministry of Human Resources and Social Development toward establishing youth development as a national priority by providing an enabling environment, enhancing quality of life, and supporting initiatives that contribute to developing youth capabilities and empowering them to actively participate in building the Kingdom’s future. It underscores the importance of their integration into economic and social life as a key element in achieving sustainable development.
