The Ministry of Human Resources and Social Development, in partnership with the Ministry of Tourism, has announced the commencement of the first phase of implementing the decision to Saudize 28 professions in the tourism sector, effective 22 April 2026, following the end of the grace period specified in the decision. This initiative comes as part of ongoing efforts to provide more attractive employment opportunities for Saudi male and female citizens across all provinces of the Kingdom.
The first phase includes the full Saudization (100%) of a number of professions, namely: (Receptionist, Hotel Receptionist, Telephone Operator, and Information Clerk). The phase also includes the Saudization of 12 professions at a rate of 70%, most notably: (Hotel Control Manager, Hotel Control Specialist, Tourism Guidance Specialist, Procurement Specialist, and Sales Specialist). In addition, 12 other professions will be saudized at a rate of 50%, including: (Tourism Development Specialist, Purchasing Representative, Travel Agent, and Hospitality Specialist).
The Ministry of Human Resources and Social Development has published a procedural guide on its official website outlining all details of the decision, including the targeted professions and required Saudization rates. This is intended to enable employers and establishments to understand the Saudization calculation mechanism as well as the penalties imposed on violators.
It is noted that this decision comes as a continuation of the Ministry’s efforts, in partnership with relevant supervisory government entities, aimed at increasing Saudization rates in line with the objectives of the Labor Market Strategy. This supports national talent and expands their employment opportunities across various sectors.
